Crusade against narcotic substances continues

YINGKIONG, Oct 8:  The Upper Siang Women Welfare Society continues crusade against the sale of Tobacco/Narcotic and drug addict substances in shops.

The members of the society coordinated by Town Magistrate Toni Mitkong, Yame Tatin, Superintendent Tax & Excise, T. Tako, SI with few police personnel checked all the shops Yingkiong township.

The team of women social activists Mekem Nopi, Oma Pertin, Dr. Gepeng Litin, Dr. Miti Jopir, Dr. Neyang Nitik, Smti Onjoli Libang, Neyang Sitek and others checked all the shops door to door and picked up all the goods/ material substances which are found illegal for sale. ATKA meeting held

KHONSA, Oct 8: The general meeting of All Tirap district Karate Association (ATKA) was held at Khonsa on October 5 last which was attended by Tirap ZPC Chawang  Lowang, Chief Patron of ATKA and  all the executive members of ATKA.

In his speech Tirap ZPC while appreciating ATKA for being pro-active in imparting martial arts to the boys and girls of the district, said that martial art was important not only for self-defense but for engaging the youths gainfully and also keeping them physically fit.

Earlier, Somgang Lowang, Secretary General of ATKA and Tirap Shito-Ryu Instructor highlighted the main aims and objectives of the meeting and urged the members to extend their full co-operation to make the newly constituted functional in the interest of the youths of the district. He said that martial art would not only help the youths to keep themselves physically and mentally healthy but also would help them in getting jobs on sports man’s quotas. He said that ATKA would work tirelessly to create awareness on importance of martial arts but also in spreading awareness on sports in the district.

Garima visits Pasighat as ER Observer

PASIGHAT, Oct 8: Garima Gupta, Secretary Co-operation, Government of Arunachal Pradesh, Itanagar paid her maiden visit to Pasighat as Electoral Roll Observer today.

Gupta held a meeting in the DC’s chamber with the District Election Officer Nidhi Srivastava and public representatives on the steps to be taken in connection with summary revision 2014.

Gupta enquired about the arrangement of electoral roll and observed the revision process. While informing that she will always be ready to address all grievances, the Observer advised the representatives of political parties to forth their claims/clarification/quarries through proper channel  for corrective measures. The observer also conducted a meeting with EROs of the district along with BLOs of Pasighat during the day. Arrest absconding culprit: Committee

ITANAGAR, Oct 8:  The All Capital Complex Market Volunteer Committee (ACCMVC) today demanded the law enforcing agency to arrest and book absconding culprit who was involved in brutal murder of Deepak Sharma, staff of Ganesh Trading Company in G Extension Naharlagun. In its letter addressed to the governor ACCMVC also appealed for exemplary punishment to the accused involved in murder case.  It also requested to the court not to grant bail to culprits.

 

MLA asks people to cooperate with police

ITANAGAR, Oct 8: Appreciating Capital police for arresting the culprits involved in the murder of late Deepak Sharma, local MLA Techi Kaso has appealed to the judicial authority to take strict action against the arrestees as per law.

While also welcoming businessman Rajesh Rinwa for cooperating with the police leading to the arrest, he called on everyone not to tolerate any unlawful act and cooperate with the police.

People need to cooperate with each other, he said.

 

EK AAPLU unit condemns Seppa clash

ITANAGAR, Oct 8: The Arunachal Pradesh Labours’ Union (AAPLU) East Kameng unit has condemned the recent clash between CRPF personnel and youths at Seppa.

In a release, it said, CRPF personnel brutally lathi charged, followed by open firing indiscriminately on the innocent people by chasing them like dogs in civil dress without proper firing order from the authority.

CRPF jawans who are here to maintain law and order situation is actually creating problem, it said.

Further seeking enquiry into the incident, it demanded termination of the Jawans involved.

 

BJYM’s strategy to strengthen the Morcha

ITANAGAR, Oct 8: Bharatiya Janata Yuva Morcha (BJYM) Arunachal Pradesh unit in-charge Somojit Singh has launched the Morcha’s membership drive in the state at Ganga village here today. Speaking on the occasion, Singh explained the aim and objectives of the membership drive across the country and roles of the youths in nation building, according to a BJP release.

Chairing the programme, State Yuva Morcha President Dugh Saha also explained elaborately on the role of youths towards nation building and appealed youths of the state and country to join BJYM to strengthen the hands of the Narendra Modi.

The function was attended by Techi Necha, State Spokesman, BJP, Councillors Gora Lotak, Lishi Yapu and Bogum Jumi Teli among others.

Hundreds of youths have been enrolled in BJYM unit, the release added.

ITANAGAR, Oct 8: Jawaharlal Nehru College Alumni Association (JNCAA), Pasighat, in its first coordination meeting on October four has discussed various issues relating to smooth celebration of Golden Jubilee of JN College, Pasighat. The college completes 50 years next year (2014).

CAU DEE director  visits West Siang KVK

ITANAGAR, Oct 8: Director of Extension Education, Central Agricultural University, Imphal Dr. M Premjit Singh paid a three visit  to KVK West Siang District, ICAR Research Complex for NEH region, Basar  from October six to eight to oversee the activities conducted by the KVK.

The Director was  in West Siang as a part of his visit to all the KVKs in the North Eastern States including Arunachal Pradesh, Meghalaya, Mizoram, Tripura, Nagaland, Manipur and Sikkim.

During his tour, the director visited the farmer’s field on Oct 6 and observed the extent of the KVK activities in the resource poor farmer’s field and expressed satisfaction. He was accompanied by A. Kirankumar Singh, in-charge Programme Coordinator, Dr. D. Ramajayam, Senior Scientist (Horticulture), Dr. Anupchandra, Scientist (Entomology), Dr. Doni Jini, Scientist (Vety. Extn.) and Jitendra Kumar, Scientist (Soil Physics). He had interacted with the farmers, Scientists, SMSs and field staffs while visiting the farmers’ field, Research Farm, Gori and KVK Instructional Farm, Bam, ICAR Research Complex for NEH Region, A.P. Centre, Basar. He also suggested the Scientists and SMSs to work with a vision to improve the status of the resource poor farmers and conduct the research trials/experiments which will be feasible at farmers’ field.

ITANAGAR, Oct 8: The 48th Fresher’s meet for Arunachalee students was organized at GMC ground and district library Guwahati from October 4 to 7 by Guwahati Arunachal Students’ Union (GASU).

‘Forests, wildlife are God’s gift to humans’

ITANAGAR, Oct 8: Describing forests and wildlife as “God’s gift to humankind,” Environment and Forests Parliamentary Secretary Chow Tewa Mein today strongly advocated protecting the state’s flora and fauna.  Addressing the closing ceremony of the 59th State Wildlife Week at the PCCF’s conference hall here today, Mein gave a clarion call to the citizens, especially the youths, to join hands with the department to protect forests and wildlife. The Wildlife Week is celebrated throughout the country from October 2 in commemoration of the birth anniversary of Mahatma Gandhi.  

“Befitting Gandhiji’s ideals of non-violence and compassion, I request all my young friends to take it up as their bounden duty to imbibe the spirit of compassion and take the pledge to conserve wildlife and forests,” he said. Underlining the importance of villagers and panchayat leaders in conservation work, he informed that the union environment and forests ministry has earmarked substantial fund for conservation and management of protected areas under the centrally sponsored scheme. He opined that proper utilization of funds with the participation of panchayat and village committees would help promote the will among the locals to take part in conservation efforts.

Mein also informed that the Centre has under ‘Project Elephant’ provision for releasing funds to mitigate the problems of crop raiding and killing of humans by elephants, adding that the fund would be “expeditiously distributed to compensate the farmers for the damages caused by wild elephants.”

Wherever villagers so desire, steps to translocate villages to safer places should be initiated and the plan submitted to the GoI for sanctioning, Mein said. Advocating relocation of the Lisu community outside the Namdapha Tiger Reserve under Project Tiger, he said the funds allocated for the purpose should be expeditiously utilized.

The PS expressed happiness over the researches being carried out by NGOs and individuals in wildlife protected areas, and said the state with its unique biodiversity is attracting interests at national international levels.  

“Research is an essential component for evolving new concepts, strategies and management techniques,” he said, and encouraged forest officers to be “research-oriented and ready to work in remote areas.” He also appealed to the department’s staffs and officers to take strong action against those involved in poaching of wildlife, irrespective of their status or designation.

Principal Chief Conservator of forests (PCCF) AK Wahal lauded the role of the state’s media in disseminating awareness on the significance of conservation. Saying that “wildlife trafficking is next only to narcotics” in terms of seriousness of offence, he urged every stakeholder to check the illegality. PCCF (wildlife and biodiversity) Omkar Singh, deputy chief wildlife warden Joram Dopum, WWF-India senior project officer Rajarshi Chakraborty and two school children from Upper Primary School Niti Vihar also spoke on the necessity to conserve wildlife and forests.

Prizes were later given to the winners of an essay competition held earlier. Students from 30 odd schools based in capital complex had taken part in various competitions during the weeklong celebration.

A report on Project Snow Leopard, jointly prepared by National Conservation of Forest (NCF)-Mysore and Arunachal Pradesh’s department of forest and environment, was released on the occasion.

 

 

DoNER to sponsor 200  Arunachalee youths for vocational programme

New Delhi, Oct 8: The Ministry of Development of North Eastern Region (DoNER) will be sponsoring 200 youth from the state immediately in various vocational and skill development programmes under premier institutes of the country like National Institute of Fashion Technology (NIFT), Ashoka Institute of Hospitality and Tourism Management under ITDC and others.

This was conveyed to Chief Minister Nabam Tuki by Union Minister of DoNER Paban Singh Ghatowar during a meeting at New Delhi today. The decision of DoNER to provide sponsorship to the students came in the wake of Tuki’s request to DoNER to support the skill development and the employment generation initiatives at an extensive meeting yesterday.

The Union Minister has assured that gradually DoNER will explore more avenues to support youth development initiatives in Arunachal Pradesh. The Joint Secretary of DoNER, K Damayanthi who is in charge of the Capacity Development and Training Assistance Schemes of the Ministry informed that representatives from the institutes will visit the state soon for finalizing the batch of 200 youth from the state. Sharada Prasad, Principal Advisor to CM on Skill Development briefed the Union Minister of the different initiatives taken by the State Government to augment the skill development infrastructure in the state. Earlier in the day, the Chief Minister called on Union Minister of Housing and Urban Poverty Alleviation (HUPA), Dr. Girija Vyas to discuss the status of the schemes of the Ministry of HUPA in Arunachal Pradesh. In response to the CM’s request for enhancing the scope of schemes of HUPA for greater benefit of the state, the Union Minister assured that new schemes with increased allocation will be provided for various urban poverty alleviation programmes like National Livelihood Mission and Rashtriya Awaas Yojana.

The Chief Minister was accompanied by Rajya Sabha MP and APCC President Mukut Mithi and Minister of Fiancne, PWD and Planning Chowna Mein. The CM also called on Union Home Minister Sushil Kumar Shinde during the course of the day to brief him about the internal security scenario of the state.

 

 

NEEPCO assures welfare measures for downstream people

ITANAGAR, Oct 8: Parliamentary secretary, Planing cum Doimukh MLA Nabam Rebia today convened an emergency meeting in his office chamber  to discuss the frequent loss of life and property in the downstream area due to heavy discharge of water from Ranganadi Hydro Power project  from time to time. The meeting was attended by  Papum Pare DC Pige Ligu,  Kimin EAC Sibo Passang,  ZPM Tai Tayu,  Anchal Samity chairperson Takio Yanu and NEEPCO officials S Chakravarty, GM, HoP, K G Mittal, DGM and Sangia Ngurang, co-ordinator, among others.

During the discussion, emphasis was given on monitoring of the entire system of water discharge through installation of sirens at strategic locations which is to be manned by staff round the clock. In this regard NEEPCO officials were asked to complete the installation works within a month, reports DIPRO

In the meeting it was also decided that a Downstream Welfare Committee shall be constituted by DC Yupia involving concerned government departmental officers and local leaders. The said committee shall take the responsibilities of initiating necessary preventive as well as welfare measures for the downstream area of the project.

While   giving advice to the project officials and representatives of affected local people, MLA stressed on the implementation of welfare schemes under Corporate Social Responsibility (CSR) sector by NEEPCO in the downstream area of the project. NEEPCO officials in turn accepted the suggestion of the MLA and agreed to take up required steps on the issue. Immediate provision for employment of  family member of the victim late Nabam Sarbang was also assured by the NEEPCO officials in the meeting, the report added.

Meanwhile, All Kimin-Kakoi Youth Welfare Association (AKKYWA)  in a release today claimed  that the executive members  of the Associaton and   family of  Late Sarbang were   present in the meeting. It further  claimed that the NEEPCO authority  has  promised to fulfill the demands of the Association for  compensation to  the family of late Nabam Sarbang  and a regular job to the  family member of the deceased within this month.  Nabam Sarbang was  swept away by  Ranganadi river  after dam water  was allegedly released without alerting the downstream people on Oct 6. His body was recovered in the evening from Dejoo in North Lakhimpur, Assam.

 

 

Byaling appeals for early release of NHPC GM

ITANAGAR, Oct 8: Power, RD & PR Minister Tanga Byaling has termed the recent kidnapping of NHPC General Manager as pathetic and unfortunate.

Suspected NDFB (S) militants kidnapped Anil Kumar Agarwal, the GM of Tawang Hydro Electric Project, on the night of Sept 21 from Hatigate area bordering Arunachal when he was on his way to Guwahati from Tawang.

He wrote in his message, I extend my deep sense of sorrow to his entire family members at this hour of crisis.

NHPC is working for improvement of power scenario in not only North Eastern states, but the entire country by constructing viable hydro projects. The Tawang-I and II projects are one of the most important projects where Aggarwal was working. Such kidnapping and subsequent demand of ransom demoralizes the morale of the organization which is working for the cause of the region, he stated.

It is understood that Aggarwal is suffering from severe asthama, hypertension and diabetes. His long detention may have severe impact to his health. Byaling  strongly appeal the organization who owes the responsibility of kidnapping and confinement of the GM for his early release without precondition considering his ill health.

 

 

NES refutes ACF allegation

ITANAGAR, Oct 8: Nyishi Elite Society (NES) has refuted the Arunachal Christian Forum (ACF)’s press statement alleging the former of  anti-Christian role regarding implementation of MsDP scheme in the state. Describing the allegation as imaginary and concocted, NES, in a release clarified that the issue has never been discussed even at executive body level.

“Till date NES has never made any written or oral statement on the subject,” the release said.

“If there is an iota of truth in the allegation, NES said, would call for any evidence to substantiate the wild allegation’.

“NES stands for the entire Nyishi community irrespective of other considerations, like religion, region, profession, sex etc..” the release said and appealed one and all not to issue such press statement which is not in the interest of the community and the state.

Meanwhile, the release clarified that in absence of the President and General Secretary of NES, Yumlam Kaha, Secretary (Protocol) represented NES  on invitation in the meeting convened by Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) on implementation of Minority Scheme at Naharlagun on October 5. But he had not made any statement to invite displeasure from any section of the people in the said meeting, the release claimed.

“As per his briefings, he stated that the issue was social in nature and should not be taken on religious sentiment as MsDP is not for a particular religion. So, it needs to be discussed in a broader social forum to find out a popular acceptable consensus on the issue,” the release said.

NES appealed both ACF and IFCSAP to refrain from flinging allegations each other. “Rather, they should sit across the table in an appropriate social forum for a mutually acceptable solution for ensuring peaceful co-existence of all the religions and faith in the state,” the release added.

 

 

Youth found killed, killers remanded to judicial custody

DIYUN, Oct 8: One Chow Chantakung Manphai of Wiengko village under Piyong Circle, Namsai was found murdered.

Ever since Chow Chantakung’s disappearance on Sept 16, there were speculations doing the rounds that the Khampti youth might have been murdered as incidences of kidnappings and killings  are not new  in this area. An abduction case was registered vide Diyun PS case no. 29/13, US 365/34 IPC on Sept 28  in this regard and Diyun police under the command of Inspector Pradip Kalita launched an investigation for rescue of the Khamti youth.

Acting on an intelligence input on Oct 5, the Diyun police immediately rushed to Nagaon in Assam and apprehended one Moni Boidho Chakma of Dhar-mapur-III under Miao circle on Oct 6 in connection with the case. He was brought back to Diyun and interrogated during which Moni Boidho Chakma revealed that Chow Chantakung Manphai was killed soon after abduction. He also revealed participation of Sinta Mohan Chakma and Mangal Chakma of Gautampur in the murder. They have been remanded to judicial custody.

In the presence of magistrate T Riba and two doctors, the decomposed body of Chow Chantakung was recovered. The body was beyond recognition; even the family members of the deceased struggled to identify.

It now remains to be seen how the state and centre react to the gruesome incident. An incident of such magnitude should be an eye opener for the elected leaders of Lohit and Changlang districts.

‘TRA’s Arunachal Advisory Centre to accentuate tea revolution in the state’

ITANAGAR, Oct 08: Tea Research Association’s (TRA’s) Arunachal Advisory Centre has been formally inaugurated by Parliamentary Secretary (Trade & Commerce) Phosum Khimhun in a simple but impressive function at a city based hotel here today.

The establishment of TRA’s Arunachal Advisory Centre will accentuate tea revolution in the state and will help the progressive tea farmers and others who intend to take up tea cultivation, reap the benefit of technical guidance and scientific know-how at their door-step including the much needed soil-testing, said Khimhun.

These steps are being taken by the State Government so as to enable judicious, systematic and proper implementation of Chief Minister’s Mission Mode Project on Plantation Crops, he said.

Khimhun opined that the Principal Chief Conservator of Forest should take up the matter to do away with obtaining No Objection Certificate (NOC) from the Ministry of Environment and Forest, Govt. of India for tea cultivation in Arunachal Pradesh as this process is hampering the growth of Small Tea Growers in the State.  

Earlier, Director, Trade and Commerce Tokong Pertin while highlighting the programme and policies of his department informed that the Department will soon be starting a module training titled ‘Chai Paathshala’ wherein training will be provided to marginal tea farmers or farmers who intend to start tea cultivation in the state by taking regular classes for a batch of 10-15 farmers by involving in-house officers from Tea Board of India, Arunachal Advisory Centre (Tea Research Association), Department of Trade & Commerce, successful tea planters of the state and other allied State Govt. departments as resource person.

Biswajyoti Bordoloi, who has been posted as Advisory Officer incharge of Arunachal Advisory Centre (TRA), Itanagar, requested all for their cooperation and support. He also gave a brief summary on the role and functioning of Tea Research Association.

Tadak Gab, President, All Arunachal Pradesh Small Tea Growers’ Association also spoke on the occasion.

The inaugural function was attended by officers of the Department of Trade & Commerce, Tea Board of India, Arunachal Advisory Centre (Tea Research Association), members of All Arunachal Pradesh Small Tea Growers’ Association and Progressive Tea Farmers.

 

 

AVP organizes youth awareness camps

ITANAGAR, Oct 8: Arunachal Vikash Parishad (AVP) organized a series of youth awareness camps at Lathao, Bolung, Jengging and Ziro circles of Lohit, Lower Dibang Valley, Upper Siang and Lower Subansiri districts respectively last week to commemorate 150th Birth Anniversary of Swami Vivekananda and 60 years of Akhil Bharateeya Vanvasi Kalyan Ashram, parent body of AVP.

Apart from sessions on Swamiji’s life, various challenges before Arunachal Pradesh, role of youth towards indigenous faith movement were discussed and sports and cultural programmes organized among the participants.

While invoking the youths for national cause, Lower Subansiri district AVP president Gyati Pada exhorted the youths to come forward and join hand with AVP to accelerate its activities in every nook and corner of the state.

Depicting the history of Kalyan Ashram, Mudang Elyu described how its pioneer Balasahab Deshpande sacrificed his life for the welfare of tribal society.

Meanwhile, AVP has launched its month-long ‘Sampark Abhiyan’ on October two. AVP will conduct door to door visit and interact with people during the month-long campaign.

AVP’s state president Pratik Potom and vice president Techi Gubin flagged off the campaign at Rajiv Gandhi University campus in presence of the Vice Chancellor and other Professors of the university.  

 

 

Tawang prepared for ITM and Tawang festival

TAWANG, Oct 8: Tawang is all geared up to host the ITM 2013 from the Oct 18 to 20 and the annual mega event Tawang Festival 2013 from Oct 20 to 22.

Presiding over the review meeting to access the preparations for the ITM and the Tawang Festival 2013, Minister RWD & Tourism Pema Khandu informed that under the Chief Patronage of the Chief Minister Nabam Tuki, the Tawang festival 2013 will be a highlight of the Arunachal Tribal Theme and will become an attraction for all visitors to this hidden paradise set atop lofty mountains with their majestic peaks. The Tawang festival is a celebration of art culture, heritage and people from the district and the state of Arunachal Pradesh.

Realizing the importance of the ITM & the Tawang festival from tourism point of view, Pema urged for full support and cooperation from all the members present and also from the general public of the district. “The beautiful picturesque town of Tawang can boost a very well developed tourism potential and the upcoming ITM & Tawang festival is an opportunity  to put Tawang on the International tourist map,” informed Pema.

Cleanliness and sanitation should be maintained to cater the needs and demands of the tourists. He appealed all to respect and show hospitality to tourists. He also dwelt in length on the major aspects regarding the preparations for the grand festival.

He also appealed to all the people, tourists and festival-goers of the nation to come and join in the celebration of Tawang Festival. He disclosed that the visitors shall witness colourful dances, cultural extravaganza, indigenous games and spots, adventure sports, traditional food stalls and performances by cultural teams from the state.

DC Tawang Abhishek Dev gave detailed information with regards to the preparations for the events and also stressed on better management and coordination among the members so as to make this event a successful one.

Make Arunachal Bhawan Mumbai fully functional: ASUM

ITANAGAR, Oct 8: Arunachal Students Union Mumbai (ASUM) has appealed to the Arunachal Pradesh Govt to make the Arunachal Bhawan at Mumbai functional and to increase the lodging facilities (rooms) as earliy as possible.

Land for the said Bhawan was allotted to State Govt in 1995 at Vasi (now near Raghuleela mall Navi Mumbai (Maharashtra). Construction of the Bhawan started in 2008 and likely to be completed in the year 2010-2011, but the Bhawan is not functional fully,  the  Union said in a letter addressed to the  Chief Minister and Chief Secretary.

Meanwhile, the Union  claimed that the “Bhawan is ready for functioning and state Govt will get 9 rooms and 2 emporium and the rest part would serve as a marketing complex.” Therefore,  the Union appealed the concerned authority to increase the number of rooms and floor allotted to accommodate large number of Arunachalee people/patients  visiting  Mumbai for medical purposes.

The union further urged the authorities to simply the process for booking the room in the  said Bhawan as “it is not possible for every person to  take permission from Arunachal Govt  for this purpose.” “Some people are visiting Mumbai for urgent medical attention  and it is not possible for them take  persimission from state Govt at the time of emergency, the Union added.

 

 

Free health camp for senior citizens at Siluk

PASIGHAT, Oct 8: As a part of week-long ‘Senior Citizens’ Week Celebration’ the East Siang district ICDS Cell in collaboration with District Medical department organized a ‘Free Health Camp’ for the first time at Siluk on Oct 7 last under Mebo subdivision.

According to department sources, a team of doctors including eye specialist Dr. Beauty Borang, dentists Dr. T Tamut and Mini Ering and Medical Officer Dr. T Pertin, nurses and health staff  offerred free treatment to  a total of 134 senior members. Notably ZPMs Oling Perme and ZPM Smty Kayem Tayeng along with local PRI members of Aohali and Siluk actively participated and extended all possible help and cooperation to the medical team throughout the day.

In her inaugural speech Deputy Commissioner Nidhi Srivastava highly appreciated the efforts of the organizer including the Daying Ering College of Teachers’ Education which has sponsored the camp and the medical team and PRI members for rendering selfless services to the poor  and destitute having little or no regular income from their own sources. She while appreciating the Deputy Director (ICDS) Ponung Ering Angu, CDPO Mebo Mailong Takuk Moyong and DMO Dr. D Bagra for organizing the camp in a befitting manner advised the senior villagers to avail optimum benefits of the camp.

Deputy Director (ICDS) Ponung Ering Angu elaborated the main objectives of the camp while DMO Dr. D Bagra gave various heath tips for healthy living and maintenance.

 

 

IDEA reviews the intensified malaria control project

BALIJAN, Oct 8: Itanagar Diocesan Empowerment Association (IDEA) has conducted monthly planning and review meeting at IB Balijan yesterday to access and review the intensified malaria control project (IMCP-II) activities being carried out by the Community health volunteers (CHV) at village level and also to capacitate them with technical skills.

IDEA has been implementing intensified malaria control activities in 67 selected villages at Papumpare district in partnership with Caritas India, reputed NGO and National Vector Borne Disease Control Programme Delhi (NVBDCP).

The review meeting was facilitated by Tatung Tayang, the District Malaria Officer of (DVBDCP) Yupia and P.K Das, the Malaria Surveillance Inspector (MSI) from community health Centre Balijan.  Community health volunteers play a tremendous role in sensitizing the community about adopting effective preventive measures on proper utilization of bed net, indoor residual spray, early diagnosis and treatment of malaria, larva control methods etc.  Tatung Tayang (DMO) has encouraged CHV for their voluntary service to the community and laid emphasis to organize more awareness programme to sensitize every one on malaria.

Grievances of Nari Koyu

Dear Editor,

Despite Govt. assurance of providing better health, education and road infrastructure in the state, the 36th Nari - Koyu area has always been denied these facilities. In the education scenario, the lone Govt. Higher Secondary School, Koyu is presently running without Subject teacher viz. – Physics, Chemistry, Biology and Geography Teachers.

Another nearly Govt. Primary school Rotte is run by the lone teacher since last years. The road connectivity is yet to be made to villages like Sipo, Tabi – Ripo and Jate which falls under the administrative jurisdiction of Koyu (36th Nari – Koyu).

The Ramle Youth Welfare Association (RYWA) would like to appeal to the welfare Govt. to look into the genuine demands and redress the grievances at the earliest.

Hydel stations of Arunachal dying slow death

Dear Editor,                                                    

This has reference to letter of one Jaida Singhi Member Kra-Dadii Club, Published on 30th September 2013, in Arunachal Times Newspaper, regarding Pacha hydel station. Seppa is no different from other part of the state when we talk of hydel generation as per record obtained through RTI. In other part of the state either the grid supply power is available or the public has compromised with the situation and has no expectation from the department of hydro-power or from the government. Not only Pacha Hydel Station, it is learnt that not a single hydel station is running in Subansiri belt also. There used to be complaint from many quarters regarding non-operation of hydel stations. The complaint people seem to have subsided. It does not mean that running of hydel stations have improved. The fact is that the people are avoiding hitting their head in a statue.

When we talk about the ambitious dream of our state that one day Arunachal Pradesh will become the power house of India means we have hydropower potential. It is fact and true which cannot be nullified when we look into our hydro-potential and many mini micro hydel stations which we have now at the moment. How this dream will come true, even these small hydel stations which we have now could not be kept in operational condition but instead of that the department had created chaos situation among the public by keeping them in dark state like Seppa,  H/Q of East Kameng distt. So, my question is how such dream of becoming power house of India can be fulfilled by an organization like so called DHPD which couldn't solve small problem?

This department is directly under the control of Chief Minister of the state. Till recently the present Chief Secretary was Principal Secretary (Power) and closely monitoring the activity of the department. In spite of the miserable performance, the department has been rewarded by blessing with one more New Chief Engineer. While going through the letter, I could understand that Mr Jaida Singhi, though a layman in the field like me, could know the basic better than so many Chief Engineers. Mr. Singhi has rightly pointed out that generation of power like any other industries will require skilled manpower and dedicated managers. It seems so many under performer Chief Engineer’s had made a mess of the Department instead of playing the role of improving the power generation.

In the recently concluded assembly session the Chief Minister of the state has given assurance for repairing of hydel stations including defunct one. It seems so many chiefs have misinformed the Chief Minister about the ground realities. Whenever enquired, all the time we get the same reply-"the hydel station is under major repair work on tender basis". Which hydel is on major repair and which is under maintenance it is necessary to understand? What I could understand from the statement of HCM is that the department of hydro-power is trying to fool the government as well as the people by making lame excuses. This is mere eyewash to get fund from the government. As per information obtained through RTI, the department has been given sufficient fund from central assistance and state for the last 6-7 years. Definitely, money will be required for running a hydel station but spending money without outcome is a big question. Why enquiry should not be set up and make the managers of the department accountable, if there is any wrong doing before allowing them to make another round of expenditure.

Had it been under a private concern, this loss making organization would have been closed down long back. Or the mismanaging managers would have been fired and thrown out from the organization. The DHPD is a sick unit of the government. Instead of compensating the expenditure on power purchase, it is adding expenditure on state exchequer. Why not let it die and utilize the money anticipated towards its treatment for enhancing the power purchase. If not, then diagnose the cause of the sickness for its proper treatment. If a simple man like Mr Jaida Singhi who is not involved in the administration of the state, can diagnose one part of the cause of the sickness why don’t people at higher up try to find out the cause of problem. It is the people at higher up who should guide the government and department in right direction. Main questions to think upon are-

a. Whether the state has placed hydel station in proper hand?

b. Whether the managers of hydel stations are incompetent?

c. Whether there is failure in the system of the management?

At last, policv maker should think of reformation, re-organize the system and should not be fooled by tricky officers who just want to get fund and make money. {So, stitch in time save nine,) and let's make Arunachal Pradesh a power house of India and donor State of India from our hydro-power potential.

State govt should appoint person with clean image as ADM cum CEO

Dear Editor,

The recent wave of limelight that had come to fore in the media regarding  controversial appointment of Talo Potom, CEO-cum-ADM-cum-EO-cum-JMFC etc has become hot topic of discussion among Capital Complex dwellers with diverse opinion flashing for and against regarding his status in the present position.

As a layman I too would like to express my opinion. Let us first of all congratulate the State Govt for endowing such powers to Shri Talo Potom, AE, PWD, (seniority list among the AE’s 15) with such power and functions which is unheard in the history of either British India nor Independent India. The powers conferred on him are such that it seems not even the Chief Secretary of the state enjoys such multiple powers in his present capacity or a District Magistrate during his young IAS days. Even former Ugandan dictator President Idi Amin, would have envied with the power of Mr Potom, if he were alive today. To make straight, Shri Talo Potom, AE PWD has the power of Assistant Engineer, Superintendent of Engineer, Land Officer, Estate Officer, Chief Estate Officer, Executive Magistrate, Judicial Magistrate First Class, Additional District Magistrate, Juvenile Court Magistrate, Finance & Account Officer, Traffic Police, Combat Force...and so on. Uncountable!!!!

The best part of the entire story is that the power has been conferred without following established procedures and rule of law as pointed out in media few days back by some forum. This is obvious because nowhere in the country any such procedures exist nor any state Govt, has ever endowed such multiple powers to any individual officers, not even to IAS officer posted as District Administration in the National Capital Delhi!! Even Durga Shakti Nagpal, the recently suspended NOIDA IAS officer also did not enjoyed such powers!!! Now, if the state government has exhausted its power to be conferred on the AE turned Administrator then please confer him with power to dissect and perform post mortem of human body( with due apology to the Doctors).

It is learnt that in a High Court case, challenging his arrest order as an Estate Officer, the Gauwhati High Court has quashed it and imposed cost on him!! This arrest case was so peculiar and blatantly illegal that the Gauwhati Law Times has published this order in 2012, Vol-3, Page 241. In another interesting case, he is known to be the complainant of a case, the Police to execute arrest and the Judicial Magistrate to grant bail!!! No Papers! Wow!”

He should follow what he preaches to others. Please maintain uniformity and impartiality!

Last but not the least my personal opinion is that state government should appoint such person as Chief Estate Officer Post (CEO) who has clean image and integrity. We know some people might support and shout in favor of him in the media and everywhere outside... and yes!! That too has a reason behind it; because of his pick and choose nature of work during eviction drive. The benefactors of his work will always voice in his favor and rally behind him as we had already seen in some section of press release. And, last of all it is learnt that the People’s Forum for Justice is going to file litigation in Honble Court against his appointment and illegal power conferment after the expiry of the representation submitted to government. So, let’s see who is RIGHT and WHO IS WRONG!! All the Best!

Post regular circle officer

Dear Editor,

Through your esteemed column, we the Siyom Banggo students union would like to highlight the problem being faced by the public of our area. The public of Siyom Banggo are facing many difficulties due to scarcity of regular circle officer at Jomlo Mobuk circle under 32nd Rumgong constituency, West Siang district. The in-charge of Jomlo Mobuk circle is given to the circle officer of Aalo who used to come at (Jomlo Mobuk) office once in a week i.e on Friday. It’s an uphill task for the people who want to get official work done.

We have submitted memorandum for the above mentioned point to our local MLA (32nd Rumgong constituency), the Deputy Commissioner Aalo, the ADC Rumgong and ZPM 16th Jomlo Mobuk but yet no any action has been taken. So we on the behalf of concerned area would like to request our local MLA and government of Arunachal Pradesh to look into the matter as soon as possible.

TB remains a health challenge

A simple and cheap paper-based test that uses gold nanoparticles can diagnose deadly tuberculosis much faster than current methods, scientists say.

In a new study, researchers in Taiwan describe a simple, colour-based diagnostic approach with the potential to detect target DNA sequences found in TB-causing mycobacteria - in just a fraction of the time required for established diagnostic tests. The standard method for TB detection in a clinical setting involves culturing the Mycobacterium tuberculosis bacillus, which requires 3-6 weeks to grow on solid culture media or 9-16 days in rapid liquid culture media.

A faster alternative is the polymerase chain reaction (PCR) technology. However, it is still too slow and requires sophisticated infrastructure and trained personnel that might be unavailable in developing countries.

Although the authors are still optimising their technology, they already believe that it will result in "affordable, sensitive, specific, user-friendly, rapid and robust, equipment-free, and highly end-user-deliverable diagnostic applications".

More than a century after the identification of organisms that cause TB, this disease remains a global public health challenge, researchers said. According to World Health Organisation estimates, there were 8.7 million new cases in 2011 and 1.4 million deaths.
